This lecture series is dedicated to the memory of the eminent legal theorist and public international lawyer, Hans Kelsen. Hans Kelsen was called to a chair of Cologne Law School in 1929. He assumed the position in 1930, and from 1932 served as the Dean of the Faculty. In 1933 he was driven out of office by the Nazis. Each year a leading authority in international peace and security law is invited to deliver a public Hans Kelsen Memorial Lecture, to be followed by a small seminar privatissime the following day. The inaugural Hans Kelsen Memorial Lecture was delivered on 17 November 2016 by Professor Scott Shapiro, Yale Law School, on the occasion of the official opening of the premises of the Institute for International Peace and Security Law.
THE INSTITUTE: If understood in a broad sense, the contemporary law of international peace and security rests on the two main pillars of the prohibition on the use of force and its exceptions (ius contra bellum), and the law of armed conflict (ius in bello). More recently, discussion has emerged as to whether there is a need for a ius post bellum as a third set of international rules
concerning “war and peace”. The development of international criminal law and international
criminal jurisdiction after 1945, in particular since the 1990s, is closely connected with the debate about an international law post armed conflict. Work at the Institute is devoted to the research and teaching of these questions of international law in a comprehensive manner and in collaboration with leading institutions in the field in Germany and abroad. The Institute also seeks an inter-
disciplinary dialogue with scholars in the fields of ethics, history and international relations.
