Dr. Manfred Kops, born in 1950, Cologne, Germany, studied Economics, Sociology, and Computer Science at Bonn and Cologne, Germany, and Pennsylvania State, USA. 1976 he graduated at the Cologne University. From 1977 to 1986 he worked as a researcher and lecturer in Public Finance. 1982 he received his Ph.D. in Economics.
From 1987 to 1991 Dr. Kops worked for different private companies and public organizations, e.g. for the German Banking Organization (Bundesverband Deutscher Banken) and for the German Society for Technical Cooperation (Gesellschaft für Technische Zusammenarbeit, GTZ).
In 1991 he returned to the University of Cologne where he started as Research Manager at the Institute for Broadcasting Economics (Institut für Rundfunkökonomie), which – as the first German Institute of that kind – was founded that year. In 1992 and 1993 Dr. Kops was a Visiting Professor for Public Finance at the University at Trier, Germany. In 1994 he became the General Manager of the Institute of Broadcasting Economics, which he led in this position until his retirement in 2013. He is still connected with this Institute as a Senior Consultant and as a Member of its Scientific Board.
In 1997 Dr. Kops was elected as President of the “Initiativkreis Öffentlicher-Rundfunk”, IOER, a German NGO, consisting of media academics and media professionals. In 2013 he also retired as President of the IOER. Between 2002 and 2013 he was a member of the board of the European Alliance of Listeners´ and Viewers´ Associations, EURALVA, then based in London, U.K. (now based in Barcelona, Spain).
Between 2004 and April 2015 Dr. Kops was a member of the Editorial Board of the German Journal „MedienWirtschaft. Until April 2015 he also was the Editor of the Series "Arbeitspapiere des Instituts für Rundfunkökonomie".He still is Co-Editor of the Series "Schriften zur Rundfunkökonomie", Vistas-Verlag Berlin, Co-Editor of the Series "Kölner Schriften zur Medienökonomie", Lit-Verlag Berlin, and Editor of the Series "Beiträge des Kölner Initiativkreises Öffentlicher Rundfunk", Lit-Verlag Berlin.
