The Chair for U.S. American Law and the Institute for Tax Law of the University of Cologne, together with the German-American Lawyers' Association (DAJV), cordially invite you to an essential discussion on one of the most pressing issues in international trade and taxation.

Professor Dr. Johanna Hey and Dr. Philippe Matthew Roy are pleased to host Payne Griffin, former Deputy Chief of Staff for the U.S. Trade Representative in the first Trump Administration, for an in-depth exploration of current U.S. tariff policy under President Trump. The discussion will examine the evolving landscape of trade law, including an important case recently decided by the Supreme Court regarding the legality of tariffs imposed by the Trump Administration on an emergency basis, as well as the growing phenomenon of retaliatory taxation and its implications for international economic relations. This timely event offers a unique opportunity to gain insider perspectives on the mechanisms, legal challenges, and far-reaching consequences of contemporary trade policy from someone who served at the highest levels of U.S. trade policy.

Speakers:

Payne Griffin is an expert in policy and regulation. He advises clients on trade, national security and environmental issues. He served as Deputy Chief of Staff to U.S. Trade Representative Robert Lighthizer during the first term of President Donald Trump and played a key role in conceiving trade and tariff policy.

Prof. Dr. Johanna Hey is Professor of Tax Law and Public Law and Director of the Institute of Tax Law at the University of Cologne. She has been a member of the Advisory Board of the German Ministry of Finance since 2004. In 2007, Prof. Hey was attached to NYU School of Law as Senior Emile Noël Fellow and was appointed as Global Professor in spring term 2015. Her main fields of research are individual income tax and business taxation, fundamental and constitutional principles of taxation, as well as the influences of European and International law on tax law.

Dr. Philippe Matthew Roy is a senior postdoctoral researcher and lecturer at the Chair for U.S. American Law at the University of Cologne and received his doctorate in 2025. He is a licensed attorney in New York, Connecticut and before the U.S. Tax Court. He practiced law in New York City and Connecticut in the areas of civil discovery and taxation.
