Strategy & University Development

The University of Cologne cultivates and continuously develops its institutional profile across all performance dimensions, driven by the interplay of top-down and bottom-up initiatives and led by the Rectorate, as facilitated by its governance structures.

To this end, strategy development, planning, and implementation are underpinned by overarching and specific strategies and concepts, clear responsibilities, and adequate steering and control instruments.

Professorship Planning

The Rectorate, Faculties, and Key Profile Areas annually coordinate upcoming professorial vacancies, reassignments, and future orientations for the next seven years based on common strategic priorities to ensure the integrated development of the research profile and the range of courses offered. To foster flexibility and institutional renewal, Strategic Professorship Planning includes managing the Professorial Renewal Pool, allowing for 10% of professorial vacancies to be re-allocated towards strategic needs of the University.

Internal Target Agreements

The six Faculties and the Rectorate regularly agree on common goals and target values in the areas of research, teaching and studies, transfer and infrastructure, as well as other fields of action such as governance and equal opportunities.

Internal performance-based funding allocation (LOM)

The University allocates part of its funds to the faculties according to performance-related parameters for teaching and learning, research, and equality.

Administrative Change Management

Changes and optimizations to administrative processes, including digitization, are supported, coordinated, and monitored by a dedicated multi-project management team.
